How Medicare Works in Connecticut

Connecticut Medicare beneficiaries have more flexibility than almost anywhere else in the country when it comes to Medigap coverage. In most states, once your one-time six-month Medigap enrollment window closes, insurers can turn you down or charge you more if you have a pre-existing condition. Connecticut is one of just four states — along with New York, Massachusetts, and Maine — that require insurers to offer Medigap policies on a guaranteed-issue basis beyond that window. In Connecticut's case, that protection runs year-round: you can enroll in or switch a Medigap plan at essentially any time, without being turned away or charged more for your health history.

That flexibility comes with a tradeoff — because insurers can't screen for health, Connecticut Medigap premiums tend to run higher than the national average. On the Medicare Advantage side, Connecticut residents have real choice too: eight major carriers, including Aetna, Anthem, ConnectiCare, Humana, UnitedHealthcare, CarePartners of Connecticut, Cigna, and Wellcare, offer plans across the state, though exact availability depends on your ZIP code and which hospital network you prefer to stay in.

For anyone turning 65 in Connecticut, or reconsidering their coverage during Fall Open Enrollment, that combination — flexible Medigap rules plus a genuinely competitive Advantage market — means it's worth comparing both paths rather than assuming one is automatically right.

Connecticut's Year-Round Medigap Guarantee

If you're turning 65 or already on Medicare in Connecticut, this is worth knowing: Connecticut law requires all Medigap (Medicare Supplement) plans to be sold on a guaranteed-issue, community-rated basis, year-round. In practice, that means:

  • You can enroll in a Medigap plan any time of year, not just during a limited window
  • Insurers cannot deny you a policy or charge you more because of a pre-existing health condition
  • Everyone pays the same community-rated premium regardless of age, so a 66-year-old and an 85-year-old pay the same rate for the same plan
  • You can switch between Medigap carriers later in life if a better rate or plan becomes available — something residents of most other states can't do without new medical underwriting

The tradeoff is cost: because insurers can't use health status to price policies, Connecticut Medigap premiums are generally higher than the national average. For residents with ongoing health conditions, though, that year-round guarantee can be worth far more than the premium difference.

Medicare Advantage — Carrier Landscape

Connecticut residents can choose from plans offered by Aetna, Anthem Blue Cross and Blue Shield, ConnectiCare, Humana, UnitedHealthcare, CarePartners of Connecticut, Cigna, and Wellcare. Things to do in Connecticut

I should admit something before I get into this list: I've lived in Utah for over 40 years, and I still didn't know half of what was sitting in my own backyard until some friends came to visit and started rattling off places they'd been going. Forty years, and I was still learning things about home from out-of-towners.

That stuck with me. So instead of assuming I already knew what Connecticut had to offer, I actually went looking. Below is what stood out — organized less like a tourist brochure and more like how you'd actually plan a day.

Along the shoreline

  • Mystic Seaport Museum — The country's largest maritime museum, with a recreated 19th-century seafaring village and the Charles W. Morgan, the last wooden whaling ship still afloat.
  • Mystic Aquarium — Marine exhibits and hands-on programs with a strong conservation focus, right next door to the Seaport.
  • Long Island Sound — Boating, kayaking, and fishing along the coast, with public access points scattered from Greenwich to Stonington.

Hartford and New Haven, in an afternoon

  • Mark Twain House & Museum — Samuel Clemens's Hartford home, a National Historic Landmark with Victorian architecture and exhibits on his life and writing.
  • Yale University and its art galleries — New Haven's historic campus, including the Yale University Art Gallery and the Yale Center for British Art — both free and open for tours.

Out in the countryside

  • Gillette Castle State Park — A 24-room medieval-style mansion overlooking the Connecticut River, built by actor William Gillette.
  • Hammonasset Beach and Sleeping Giant State Parks — Two very different state parks — one coastal, one inland — both good for hiking and a picnic.
  • Fall foliage along the Connecticut River Valley — One of New England's best scenic drives once the leaves turn.

  • Durham Fair — One of New England's largest agricultural fairs, usually held in late September — rides, animals, and local food.
  • Mystic Pizza — The actual pizza shop that inspired the 1980s film — still slinging slices today.
  • Olde Mistick Village — An 18th-century-style shopping village that, somewhat improbably, also holds the world's largest PEZ memorabilia collection.
